Only operations which made subprocess calls could be constructed by
user programs. The operations which contained ECS actions existed at
the beginning of the world. Actions existed for constructing new
operations which called given subprocesses with desired parameter
specifications. Actions also existed for constructing a new operation
built from an old one by adding a new level.
